Apartment and Compound Maintenance Fees: What They Cover and How to Review Them Before Signing?

Short answer: Apartment and compound maintenance fees are not a single item with a fixed definition in every project. A project may require a one-time maintenance deposit, periodic fees collected annually or at intervals, and separate amounts for services such as the garage, clubhouse, or certain facilities. Therefore, it is not enough to ask about the maintenance percentage; instead, request the value of each amount, its due date, calculation method, covered services, increase mechanism, the party responsible for management, and what happens in case of a deficit, surplus, or when selling the unit.

When buying an apartment, a buyer might focus on the price, down payment, and installment, only for maintenance expenses to appear as an unplanned additional commitment. The issue is not the existence of maintenance itself, as buildings and common areas require management and operation to maintain their efficiency. The problem begins when this item is undefined, or when two units are compared based solely on the purchase price without calculating the cost of maintenance and services throughout the ownership period.

This guide helps you understand Apartment and Compound Maintenance Fees and read their clauses before signing the contract. This is general awareness content and is not a substitute for reviewing the contract and management attachments by a specialized lawyer or consultant, as the collection method, scope of services, and obligations vary from one project to another.

What is the difference between the maintenance deposit and periodic fees?

Maintenance deposit This is an amount that may be requested from the buyer once, often associated with booking, contracting, or handover according to the project's specified system. It may be calculated as a percentage of the unit price, a fixed amount, or according to the area and type of unit. However, the word "deposit" does not automatically mean the amount is held in the owner's name or is refundable upon request; the contract determines its nature, how it is managed and used, and whether it transfers to the new buyer upon resale.

In some models, it is assumed that the deposit or its management returns will contribute to funding the maintenance of common parts. In other models, the deposit is an initial capital while periodic operating fees remain. Therefore, you should not assume that paying the deposit exempts you from any subsequent expenses, or that all repair and renovation work will be covered by it indefinitely.

A Periodic Fees These are amounts that may be collected monthly, quarterly, or annually to cover actual management and operating expenses. They may change depending on the project budget, occupancy level, energy and service prices, volume of required work, and the mechanism written in the contract or management bylaws.

A third type may appear, which is Exceptional Claim or additional contribution, requested when there is a major repair, replacement of a common asset, or a deficit not covered by available resources. The existence of this type of claim and the management authority's right to impose it must be clear, along with specifying the method of approval, notification, and accounting.

What services might maintenance fees cover?

Coverage varies according to the nature of the project, the size of common areas, and the level of services. A project with gates, elevators, green spaces, security systems, and central equipment is not like a residential building with limited services. Therefore, do not judge the fees as high or low before knowing what you get in return.

Common areas, elevators, and cleaning

Fees may include periodic cleaning of entrances, stairs, and corridors, operation and maintenance of elevators, lighting of common areas, security and guarding, landscaping and garden care, pest control in public areas, waste collection, maintenance of gates and monitoring systems, and some plumbing and electrical work related to common parts.

In larger compounds, coverage may extend to internal roads, seating areas, irrigation networks, tanks and pumps, firefighting systems, generators or backup power sources, and service buildings. However, the presence of an element inside the project does not necessarily mean its use or maintenance is included in the base fee; it may have a separate budget or subscription.

Additional services that must be specified in the contract

Inquire independently about the garage, club, swimming pools, sports services, central internet, shared air conditioning or water heating systems, unit management or rental services, and any recreational areas. It should also be clarified whether the water and electricity fees for common areas are included, and how they are distributed if consumption increases.

On the other hand, maintenance fees usually do not include everything inside the apartment. Private unit repairs, electricity, water and gas consumption, damages resulting from the owner's use, interior finishes, insurances, taxes, or government fees are not automatically included unless the documents state otherwise. Request a clear list of included and excluded services instead of relying on a general description like "full maintenance".

When are maintenance amounts due and how do they affect the purchasing budget?

The maintenance deposit may be due upon contract signing, in installments during construction, or as part of the delivery payment. Periodic fees may start from the date of delivery, the date the unit is made available, the start of project operation, or another date specified by the contract. These details are influential because the buyer may bear fees even if they do not live in or rent the unit, as long as their responsibility has begun according to the documents.

Before booking, add the maintenance amounts to the same cash flow schedule you use for the down payment and installments. The guide shows Steps of buying a residential apartment The importance of factoring in additional expenses instead of looking at the unit price alone. If purchasing through installments, also review the total cost of the apartment and its installments to understand the impact of payments, maintenance, and finishing on your financial capability.

Write three figures next to each item: the current value, the payment date, and the expected estimate during the comparison period. Do not just add the maintenance deposit to the monthly installment; it might be due in a month that coincides with a delivery, finishing, utility meters, and garage payment, creating a major liquidity gap even though the basic installment seems affordable.

Practical Rule: The ability to pay for the apartment does not necessarily mean the ability to own and operate it. Calculate the purchase, finishing, maintenance, garage, utility, and fee costs, then test your ability to meet them on time without relying on uncertain rental income.

What clauses do you review in the unit contract or management addendum?

Maintenance provisions may appear in the sales contract, a separate management and operation addendum, an owners and occupants regulations document, or a financial offer. Do not settle for the document that only shows the percentage; review all documents referenced in the contract and make sure to receive a readable copy before signing.

Amount value and timing of payment

You must know the value or the calculation formula clearly. If the maintenance is a percentage, ask: a percentage of which price? The base price or the total price? Does it include the garage, garden, or terrace area? And does the percentage vary depending on the type of unit? If the amount is calculated per meter, what area is used: sellable, built-up, or net area?

Review the due date schedule, payment method, late penalties, and whether non-payment affects receipt, use of services, or assignment procedures. Do not agree to an open-ended phrase that grants a party the right to determine any amount without a clear standard, notification, or accounting documents.

Scope of services and adjustment mechanism

The contract or addendum must clarify who handles management, what the core services are, the schedule for delivering them, how the budget is prepared, whether there are periodic reports, and who bears any deficit. Review the fee adjustment mechanism: Is it linked to actual expenses, a specific index or percentage, or a decision by the management entity? And what is the notice period before any increase is applied?

Also ask about the ownership of the deposit or how it is registered, its uses, how returns or surpluses are handled, and what happens when the management company changes. When reselling the apartment, does the deposit transfer to the new buyer? Is the seller entitled to reclaim it? And is there a certificate stating that dues have been paid?

Read the clause along with the rest of the contract clauses, because maintenance may intersect with receipt, delay, assignment, garage, and services. You can refer to the guide on Reviewing the Apartment Sales Contract to find out the data and costs that should be put in writing rather than left to verbal promises.

How do you compare the maintenance cost between two projects without comparing a bare number?

Saying that the first project asks for 8% and the second 5% is not enough. The percentages might be calculated on different prices, one might cover periodic fees for years while the other does not, or one project might offer greater services and common areas. Start by standardizing the comparison period, such as five years from the date of receipt, then total all expected amounts during this period.

1. Standardize the calculation basis: Convert the percentage into a cash amount according to the price specified in the offer.
2. Separate the deposit from operations: Record the deposit once and the periodic fees for each year.
3. Add separate services: Garage, club, and any mandatory subscriptions.
4. Compare the scope of service: Security, elevators, gardens, and facilities, not just the number of items.
5. Review the increase mechanism: Use a conservative scenario if fees are adjustable.
6. Examine the management level: Budget clarity, reporting, and malfunction response matter just as much as the fee value.
7. Calculate the impact on the unit: Do the services truly fit your usage style, or are you paying for facilities you will not use?

When Comparing residential projects in New Damietta, put maintenance within the total cost along with location, space, layout, delivery, and contract. The project with the lowest fees is not automatically the best if the service is limited or buildings are not efficiently maintained, and the project with the highest fees is not automatically the best if the services do not suit your needs or lack transparency in their management.

Questions to ask the developer or management entity before signing

Request written answers to the following questions, and do not rely on a general answer or a percentage found in an advertisement:

• What is the value of the maintenance deposit in pounds, and what is the basis for calculating it?
• When is the deposit due, and can it be paid in installments?
• Are there annual or monthly fees besides the deposit?
• Who owns the deposit and who manages it, and how are the results of its management presented?
• What is the specifically included and excluded services list?
• Are the garage, club, and recreational facilities fees separate?
• When does the owner's responsibility for fees begin?
• Does the owner pay if the unit is unoccupied or its use has not begun?
• What is the fee increase mechanism, and what is the notification period?
• Who bears the deficit if the deposit or fees are not sufficient?
• Are there exceptional claims? And who approves them?
• Do owners receive a budget, account statement, and maintenance reports?
• What happens to the deposit and dues when the unit is sold or assigned?
• What is the penalty for delayed payment, and does it affect services or assignment?
• Where can these answers be found inside the contract or management appendix?

If you are considering a unit within an integrated project such as Sea Dar Compound in New Damietta, ask for the financial offer, specifications, and the management appendix for the selected phase and unit. If you are comparing residential buildings in different locations, you can review the options of SIAG Residence, while verifying the maintenance data for each project separately; it is not permitted to transfer the fees or services of one project to another just because they belong to the same developer.

Illustrative example for including maintenance within the full cost of the apartment

Suppose there are two apartments, and comparing them over five years. The following numbers are hypothetical for illustration only, and do not represent actual prices or fees for any project, nor do they include inflation, financing cost, or finishing.

In this example, Apartment A has a lower purchase price by 100,000 EGP, but it becomes more expensive over five years by 84,000 EGP after adding the maintenance deposit, fees, and garage. This does not mean that Apartment B is automatically better; the area, location, level of services, finishing, and delivery date may differ. However, it illustrates why comparing the purchase price alone is misleading.

You can develop the calculation by adding three fee scenarios: fixed, average, and conservative. If the contract allows for increases without a fixed percentage, do not present the current figure as a final cost. Also, add the finishing, meters, financing, inspection, and registration fees, then compare the result to your needs and budget, rather than just a lower monthly installment.

Frequently asked questions about apartment and compound maintenance fees

Is the maintenance deposit paid once?

It is usually defined as a non-recurring obligation, but it may be paid in a single payment or in several installments depending on the contract. Paying it does not mean there are no periodic operating fees or additional claims; therefore, review its nature, purpose, and the mechanism for dealing with any deficit or surplus.

Do maintenance fees include the garage or additional services?

Not necessarily. The garage, club, or some recreational and technical services may be included in the fee, or each may have a separate subscription. Request a schedule showing the included and excluded services and the cost of each mandatory or optional service.

When do maintenance fees begin: upon reservation, receipt, or operation?

The contract and management appendix specify the start date of the obligation. The deposit may be paid during reservation or before receipt, while periodic fees start from receipt, unit availability, or the start of operation according to the written text. Do not rely on a general expectation or a verbal answer.

Can the fees change later?

Fees may change due to changes in operating costs or the project budget, but the modification, approval, and notification mechanism stated in the documents must be reviewed. Ask if there is a limit or standard for the increase, how expenses are proven, and who bears the deficit.

Where can I find maintenance obligations written down?

They may be found in the sales contract, financial offer, payment schedule, management and operation appendix, or project bylaws. Request all documents referred to in the contract, and ensure that numbers and dates match between them before signing.

Conclusion: Review maintenance as part of the cost of ownership

Proper evaluation does not start with the question «What is the maintenance percentage?», but rather from knowing the value of the amount in pounds, the corresponding services, the start date of the obligation, the increase mechanism, the owner's rights upon resale, and the method of monitoring management. Convert all obligations into a timeline, compare projects over the same period, and then review the texts with a specialist before signing.
